Can one adult take two young kids (ages 20 months and 3.5years) on a ride alone?

Yes, you shouldn't have a problem sharing one seat with 2 small children on all of the rides that they are both able to ride. You can hold the 20-month-old on your lap for things like Dumbo & Magic Carpets where the seats are a bit smaller.

Yes. As long as everyone meets the height requirements and you are seated together.
