So... "good time to go" depends upon what is important to you. It's sort of a trick question.
February/Early March is:
- Lower crowds than other times of year
- A time when various attractions are likely to be closed for refurbishments
- When you will have less entertainment offerings
- Shorter hours
- Time of year when So. Cal. is apt to get rain
Now... is this good or bad? Well...
- Lower crowds are basically a good thing
- Although some things may be down, there are LOTS of things to do and see. However, you can almost count on closures during that time of year. Why? It's the slowest time of the year so if there is work to be done, Jan-Mar is when it will be done.
- Some people don't fret about missing parades, no fireworks, Fantasmic!, WoC, etc.... For us, it's a deal breaker. If it's not important to you, perfect.

- Shorter hours does NOT mean you will do less. Generally shorter hours indicates an expectancy for lower crowds. Lower crowds means that there are less people trying to do everything you are trying to do. You may even be able to see/do MORE during a day with shorter hours if the crowds are low enough.
- Weather. Again, it depends on you. For us, rain is a deal-breaker. Hate it. Hide from it. It's pouring as I type this and we will be staying in for the day. Many locals will stay away from DLR on a rainy day. Some tourists will make it a "hotel day" when it rains. If you don't mind rain, it could work to your favor. Keep in mind though that various things are DLR can be cancelled, closed, or shortened (hours) if rain is strong.
