The statistics are what they are. Explanations as to why they might be incorrect have to be proven. Imagining that there is another explanation doesn't really suffice in that regard, unless you have evidence that they haven't enough people to do what they say they are doing.That's only possible whilst the numbers are low. Once you get high double digit new cases per day I imaging tracing them all get difficult
I'm sure it is difficult to track down hundreds of people, but we're monitoring 8400 people in California alone. No reason to think the Italians can't do it, too.
