Last time we sailed out of PC the rental car company told us they could not shuttle us over to the port until 10:30 due to access restrictions for shuttle buses. This time around we're planning to take a cab (shuttle from our hotel doesn't leave until noon). Has anyone experienced limits on how early a cab can drop at the port?

Anyone Uber/Lyft to the port?

Around 10am seems to be a popular early departure time for shuttles from several hotels nowadays. There is no need/reason to arrive earlier anyways because the rush hour starts later around 11am.
Last month the Port started to man the commercial transport booths in order to monitor traffic and transportation companies who avoid paying entry fees by using unmarked cars. This means they are watching things more closely now.
I do not think you will be prevented from arriving long before 10am but your driver may get an earful from the staff if they notice the dropoff and you may be asked to wait in an area away from the pickup points.

You may want to call the official taxi/shuttle company (888-transport has the port contract) to get the final word on how early they are willing to drop you.
