The actual Fort rule is golf carts are not allowed off the roadways, only on cart paths that lead to certain activity areas (pool, settlement etc.) There is or was a sign right at the entrance to that area at the end of the 300 loop at site 329 that says no carts past this point. The main reason other than no off roading with the carts is that the Tri Circle D Ranch uses that area to train some of the horses that pull the carriages and wagons back on the point (what the area is referred to). Also that is the walking and jogging trail and also a very nice viewing area for the fireworks if your looking for a less crowded option. There are trash cans right behind site 329 where you can park the cart and walk along the canal to fish.
