Are They still using “Loaner Buses” instead of the regular ones for Most Routes?

I’m going to Disney in EXACTLY 2 weeks from today and I will be in my own per powerchair and my mom is renting a scooter for the week. I’ve heard the horror stories from people who have at least one person in their party who has a mobility device and the tour buses Disney contracted with for the most part ain’t accessible and the party either has to split up or wait a long time until an accessible bus came for them.

Is this still the case, or has it changed?

I believe the OP is asking about the buses on park property for parks, resorts, DS etc. I personally had to take a non disney bus from HS to SSR one night. While we didnt have a scooter i did take notice that these buses did not have any accessibility for them. Our ride to SSR was fine and the driver followed the route inside the resort the right way. If you are at a park there should be personnel there to direct buses to stops that have people waiting and hopefully have the common sense to send an accessible bus if there are people waiting there who need it. If it happens at a resort, I dont know what you would have to do.

I was so afraid of the non-Disney buses, hence non-accessible buses when I went to WDW about 6 weeks ago and had a rental scooter. However, in the 9 days I was there (and that's lots of buses), I only encountered them 3 times.
