Are they still allowing rider swap if only one parent has FP?

I know I had read that both parents don't need to have a FP to get the rider swap FP for the other parent. Is that still the case? Just wanted to confirm with recent experience...

From eveyrthing that I've read and been told, that is still the case. I will know for sure in 20 days but I have no reason to doubt others that have just done it. I imagine this will change someday, but let's hope it's not any time soon.
