Are there really tickets that don't include FastPass?

So I always thought that every ticket included access to FP, but someone recently told me that the SoCal CityPass tickets don't allow you to use FPs. Is that true? It sounded weird to me and I was ready to start my "actually it's free and anyone can use it" speech, but it was our waiter at a restaurant and I didn't want to get into it. But now it's been bugging me, so I thought I'd bring it to all of you! Are there tickets that don't include FP? That just seems so weird to me!
 
I can't be 100% sure as I've never used a City Pass, but that doesn't sound right. I'm pretty sure they give you some sort of paper ticket to insert into the FP machines.
 
I would say that your waiter was drinking on the job. Fast passes are first come.... first serve, for every ticket holder.
 
When you go to DLR with your City Pass, they give you a separate 3-day ticket...just like what everyone else with a ticket is using to get a FP. All ticket media are eligible for FPs.

Probably confusing it with Universal. They have a front of line thing you have to pay for. Some people that frequent the florida one swear by it.

But the socal CityPass doesn't include Universal at all.


I was wondering if he meant early entrance, but no:

CityPASS also includes one Magic Morning admission, which allows you to enter Disneyland® Park one hour before regular opening time on a Tuesday, Thursday or Saturday.
 
Thanks for confirming everyone! I thought he was just crazy, but then started to second guess myself. He was overly chatty when he heard my friend and I discussing her trip for the Star Wars half and ours that is coming up at the end of the month. He was giving us all these tips, etc. and I was seriously tempted to turn to him and say "We're kind of obsessed with Disneyland. There is literally NOTHING you could tell us that you learned in your 3 day trip two years ago that we don't already know." But that seemed mean ;) And then he brought this up and I was going to lecture him, but then just wanted him to go away!

Well, you definitely got your answer. Just thought I'd add a useless tidbit of information ... Universal WAS available on CityPass up to last year, at least. We bought it as an "add on" in Feb 2015 with the regular DL option. However, it did not include Front-of-the-line pass, which indeed, you could only use once. We're kinda bummed Universal isn't an add-on anymore for our trip next week. Kids are getting a bid older, and they really enjoyed Universal. Not enough for more than one day for me, but it was a nice break in between DL days!
 
When we went to DLR in 2014 our citypass was a hard plastic card like a room key would be. That is what we used the whole time. For park entry and for FP's....no extra paper tickets media needed! At that time it included Universal instead of Legoland.
