Are there any must-go-to restaurants or eateries for toddlers?

Well, if they are familar with Playhouse Disney shows...Hollywood & Vine has a character meal with The Little Einstiens, Handy Manny, & JoJo.

Of course Chef Mickeys which gets you Mickey,Minnie,Donald,Goofy& Pluto.

For Girls, you could do Pincess meals at Cinderellas Royal Table (inside the Castle!)or Akershus Storybook meal in Epcot.

Crsytal Palace in the Magic Kingdom, has Winnie the Pooh,Eyore,Tigger, & Piglet.

There are others, just depends on who your wanting to see.

I just tried making reservations on www.disneyworld.com/dining and was unable to do so for Feb vacation.
Is it too soon? Are there other ways to make the reservation?

You can do breakfast at all of them, but some have characters at all 3 meals and some just at 2 of the meals. You can make your ADR's 180 days out, if you are staying on property you can make it for your entire trip up to 10 days on the 180 day mark until you check in.

I would say Chef Mickeys (Dinner) and Crystal Palace (lunch)would be the best ones for toddlers. CRT if you have girls (Breakfast). The meal times I listed are just my preference after trying all the different meals at each one.

Hollywood and Vine really has no good meals in my opinion, but they do have little einsteins and handy manny.

Yes, you can call too.
Just annouced Special Agent Oso will be at Hollywood & Vine starting Oct 3rd, replacing JoJo. I've had good food there and the kids danced with the characters and had a dance party around the resturant.
 
I think Chef Mickey's is a must. Our DD loved it at 1.5 and we are going back again. Either meal if you can get it.

DD loved 'Ohana last year for dinner because of the entertainment they put on. They do sing-alongs, coconut races, hula hoop contest...pretty exciting! Another hard to get ADR, though.
 
As stated above you can book 180 days out. And if you are staying on Disney property you can book at 180 days out for up to 10 days of your vacation. As of today, reservations can be booked for no later than January 30 which is 180 days from today. You know your arrival date in February so you can figure out what your 180 days date is.

If your toddlers are at all familiar with Winnie the Pooh & his friends you should really enjoy the Crystal Palace for breakfast, lunch or dinner. We did most of our breakfasts in our room to get an early start in the parks, so an early lunch at Crystal Palace worked great for us. That way we entered the MK at rope drop & headed right back to Fantasyland to do Dumbo & the other attractions before any long lines formed. We did everything in Fantasyland & a few other things before our 11:40 am lunch at Crystal Palace.

A place that has not been mentioned yet is the Garden Grill in EPCOT. Chip & Dale are there. We have not been there ourselves, but I've read that the character interaction is very good there. The food is served family style so it is easier than getting up to go serve yourselves at the buffet.
 
If you know what days you want to go to what park, that would be the best way to decide what resturants to go to and what times will be best for your family. With 2 year olds, you aren't going to push hard all day. If you think a break would do everyone good at half day, pick some lunches.
Breakfasts are a great way to get into the parks before the rope drops for AEWSOME picutres with no one else in them (example..In front of ther Castle!) Those are my favorite pics of my daughters.
Dinners are a great way to eat and rest before fireworks.
