Are the Stroller Swaps cursed?

I have noticed that no stroller swaps are currently running?!? Seems a lot of them are lost or broken, etc.

Is the mouse secretly working against these swaps, or is this the work of the Disney Villains (my money is on Ursula)?

Swaps are no longer allowed on the disboards

It is my understanding (correct me if I'm wrong) that swaps that require money to be put in are no longer allowed, but any swaps that are free are allowed. The rule is against the collecting of money for them.

The problem that comes from that with stroller swaps is that once it gets broken/damaged, it would need to be replaced, and that would almost undoubtedly end in money changing hands, since the swap leader probably doesn't want to replace it themselves.
