Upon arrival, in most cases, no. They tend to keep College Program participants and CareerStart participants together as two separate (but similar) groups. I do know of cases where they have done mixed rooming upon arrival, but that's not generally the case. Later on, in the case of individual moves or extensions, participants from both programs are considered equal, and may room together.
I believe the reason behind this is so that participants will be walking into an environment that will be the most comfortable - where it comes to life experience relating to living on your own, it can be easier be with those who have a similar background as yourself - the assumption being that most CareerStart participants have not lived on their own, while College Program Participants may have.
