In my experience the answer is yes, but that's not a bad thing. You can get everything done on your phone while waiting in line. Check what wait times are so you can head straight to the next ride when you get off, or place a mobile order so when you go to the restaurant you can go directly to the pickup window. And for me personally, having time to read the menus instead of deciding on a meal quickly while at the cash register is less anxious. Using your phone for 2 minutes in the middle of a 30 minute queue is definitely not being on your phone all day, at least in my opinion.
The biggest difference would be for people who didn't bring their phones in the park at all. You don't need it, but ordering quick service food without it can result in a longer wait. I always have my phone and sometimes listen to music in line, so that isn't an issue for me.
