Are glow necklaces and bracelets considered liquids?

I was planning on packing several to use the first night in my carry-on(suitcases will be with ME). One of the packages is marked 2ml fluid. The other 2 packs have no mention of liquid. Too long to fit in the zip- top bag.

If the security screener you pass by knows that the glow necklaces contain liquid (perhaps by having used one and it broke) he may cull it fron your luggage and confiscate it.
