Are FP/MP available during EE/EMH?

Used to be that you could only get FP after the regular opening times in the parks. Based on comments I've seen recently, it seems like that has changed? Can anyone confirm? Trying to get my plans together for our Feb trip.

You can reserve a mp prior to park opening after you’ve scanned in.

Not sure about fp machines. But I don’t think so.

If you have MP, you can book before the regular opening, but your return time will be after the park officially opens.
