Are DTD hotel guests guaranteed admission to the parks?

nope, that is for disney resort guests

Even Disney resort guests are guarenteed admission to A park, not necessarily the one you may have wanted, if the crowd levels are high.

The parks will not reach phased closure in April. That happens only in the highest of peak times---Christmas Week, maybe a few other times.
