Are bathing suits allowed on all areas of the ship??

We are first time cruisers (Wonder 3/9/03 yeah!!) and my sister-in-law is asking about swimsuits and cover-ups. She wants to know when and where they are allowed on the ship, like at the buffets or anything. Will she be more comfortable in this verses shorts and a shirt or will she get strange looks. This really helps with the packing. Thank you so much!!
 
At the buffet a bathing suit and coverup is fine. All other restaurants it is a no-no, even for lunch.

At dinner in all the reastaurants shorts and jeans are no-no's.

Personally unless I was literally coming from or going to the pool, I don't wear a bathing suit around, even with a coverup.

The inside areas are all air conditioned and pretty cool. I was cold in my formal gown and had to go outside (at night, mind you) to warm up! Wearing clothes inside is needed just to keep from shivering if nothing else. OK, on a serious note... yes I would have felt odd shopping in Mickeys Mates in just a swimsuit. I did see plenty of people (including me) going from deck to rooms in just swimsuits though, and that was just fine.
Cover-ups vary in ... coverage, as well. I love the look of those wispy scarves that match the suit and tie around the waist, but I wouldn't consider it as qualifying as dressed.
Tell your sister-in-law that a throw-over dress will go far. I ended up wearing a crumply-fabric tropical dress over the suit a few times (great at CC) and was glad I'd packed it. No wrinkles to care about, & it took little space.

It feels kind of weird to walk through the ship wearing a bathing suit...with coverup - especially on the elevators - even if we were on our way to the pool...

I vote for the "throw a dress over it" idea... I felt alot more comfortable.
