Are any NON-onsite guests getting into Harry Potter?

We'll be heading to Orlando soon and my son really wants to do this ride! I want to be able to temper expectations if it is a long shot that off site guests will get on it in the next few weeks.

Edit to add, apologies for the grammatical disaster in the title...long day. By "NON-onsite" guests, I am referring to off-site guests. :)
 
It is open to the public, assuming you are willing to wait in line.

I was there last week. Didn't bother going into IOA until 7:30pm and WWoHP was packed. There were lines snaking everywhere for every single gift shop and for the Forbidden Journey ride. I didn't bother. Virtually no wait for the Dueling Dragons coasters.

As Drew stated...WWoHP is open to all...if you want to wait in the lines.

On a whim we drove to Orlando on Sunday to go to Harry Potter. We arrived in the park after buying passes around 1:30pm. We walked right into the WWOHP. Don't get me wrong, it was busy. However, we rode FJ after only about a 30-40 minute wait. We rode everything except dualing dragons, and that was only because we did not want to. We never saw the wand choosing part of Olivaders, we did not want to wait in that line. My daughter was able to buy a wand, but she bought it from the wand cart in front of FJ. We did get into everyshop and the wand shop portion of Olivanders. Also, we ate at the 3 broomsticks, but it was about 3:30pm. We had about a 30 minute wait including waiting for the food here.

We decide to return Monday morning to go again, we got into the park about 8:45 am. The park opened at 9:00am, so they were directing the crowd to the left torward Marvel and Harry Potter. We did not get in the line, we figured we would go in via the right through seuss landing after opening(I hate walking through Marvel). About this time they announced the wait to get in to Harry Potter was at least 2 hours and you can only get in via the left side of the park. We only had 2 hours available before we needed to get on the road home, so we gave up on getting into Harry Potter. We went to Seuss Landing and had zero wait times on anything.

I am not sure if we lucked out walking in at the heat of the day, after the morning crowd was heading out, or if Sunday was a slower day then Monday, but we felt very lucky we had a time in Harry Potter for now.
 

I was there this past Saturday at 4pm. No wait to get into that section of the park. There was a 90 min wait for FJ though! Lines at all the stores weren't bad either. Waited about 5 minutes to get into candy/joke shop. About a 30 minute wait for the wand shop. If you just want to buy a wand, they have a cart right outside of FJ that sells them. Only 3 people ion line when I walked by. No wait for 3 Broomsticks either.
 
I was also there Saturday at about 4 or 4:30. There were lines for the shops and the butterbeer. We walked over to FP just to look around never thinking that we would get on the ride. Someone said that the single line was very short. We tried it and did not wait AT ALL. And we ended up together. So, you don't know till you get there.
 
I wonder if going later might be wise... I hate to wait in a two hour line but I guess that we will if we have to.

My plan is to hit it early, enjoy the shorter lines all over the rest of the parks and then hit it again later!
