Which ride in DLRP was actually being built to be placed in Disneyland California and why did the ride not end up being placed there?

Dumbo: The Dumbo ride needed replacing in California and they were building the new ride for California at the same time as the Paris ride. The Paris ride was finished 1st, but then the ride in California broke down so they sent the ride built for Paris to California, then finished building the ride that was intended as the California replacement and put it in Paris.
