Now that we're booked for end of April, 2020...starting to think about ADR's that we will be making end of October...When will April 2020 park hours be available?

6 months (plus) in advance.
You can check, day-by-day, from inside your MDX account. Just keep checking daily as your dates reach 7 - 6.5 months, or so, in advance.

6 months they will have hours up but will update them a few months out (normally longer hours for some parks . ) im going in april next year and Looking at previous year i expect magic kingdom to be 11 or 12pm up until at least after the star wars run weekend which is week after Easter (19th) then probably 9 or 10pm

Early-posted hours are virtually ALWAYS "short."
Expect many hours to be extended as the dates get closer.

For end of April, they usually won't close parks until 9/10 on average. This is because the days are quite long and they can't run the night shows until it's dark. We love going end of April, but night shows usually can't even start until 8:30/9. Often I do find they list the park close as the very start of the night show. hey'll open pretty consistently at 9, with some extra magic hours starting at 8.

is there an official thread anywhere that posts changes to the operating hours, Changes to FP+ hours, etc that i can subscribe to to get immediate notification of changes to get in and scoop up the early FP+ (think HS specifically with a posted opening of 9am right now which should move to 8am sometime soon)? Anything outside of DIS?

FYI - I've found when there are hours changes, fastpasses don't show up for a day or two.
