Applying OBB placeholder to an actual cruise

I paid for a OBB on our cruise in Sept. Now I am ready to book a cruise, how do I get that $200 applied to my cruise, and get the 10% off? Do I need to call? Is it attached to my CC account?
 
When I booked my placeholders I was told I would need to call them to convert to an actual cruise date.

It does show on my CC account but has a date of 01/01/34 to 01/04/34 and if I click on the reservation number nothing pops up like a regular reservation.
 
Yes, you will need to call DCL to transfer your placeholder cruise to a real date. Once you do, you will receive a new email confirmation and then you will be able to access the reservation online and view & modify it on your own.

How does that work with a TA? Do you transfer the placeholder once you get home, or do you wait until you've applied the placeholder to a real date?

When we booked our placeholder the first question they asked was did we want to use our TA again. I said yes and it was automatically set up for her. Whe I got back I had a CC of an e-mail from Disney to her with the OBB res#

Do we get the prevailing price the cruise is the day we choose or is it back dated to the day we set up the placeholder?

If I am reading your question correctly, that you did not chose a specific cruise when you paid for the placeholder, that when you do, the price will be the present day, prevailing rate.
