AP timing and Galaxy's Edge?

We are hoping to take advantage of the DVC AP offer that's out right now and get APs that we plan to activate sometime in late 2018 and use from 2018-2019. Part of this goal is to make sure we get to experience both Toy Story Land and Galaxy's Edge. What do you think Disney means by "late" 2019? October? November? December?

Trip possibilities include activating APs anywhere from early November 2018 to 12/30 2018 (they must be activated by 12/31/18), which gives us up till early November 2019-early January 2020 to plan our 2nd trip that includes Galaxy's Edge. We plan on taking 2020 off from Disney and none of us wants to wait 2 more years to experience Galaxy's Edge. This is one of the times where long range DVC planning puts us at a disadvantage. If I have to decide by 7 months out at the latest of when our 2018 trip will be that's early April of next year if we want to do an early November trip, don't know how many details will be released by then.

Other option is to not take advantage of the current ticket offer and see what else they come out with next year. While the water parks are a nice bonus, we don't really need them, the lack of blackout dates is a bigger advantage.
 
Remembering that the opening of Test Track was originally announced to be May 1997 and it didn't open until December 1998 and that Rivers of Light was to debut on April 22, 2016 and didn't open until early 2017, we don't ever count on a new attraction being open when we're planning DVC trip dates that have to be set so far in advance.
 
Conversely, they often have soft openings of new rides before they opened to general public. We enjoyed doing pandora mid May thanks to AP/DVC :)
 
I am planning September 2018 and 2019 trips, to use the AP twice. Toy Story Land should be open in 2018, but I doubt Galaxy Edge will be open in September 2019. I think it will open for Thanksgiving at the earliest. No problem, being a DVC member I know I'll be back soon enough :).
Also, I prefer to avoid the first months of operation anyway: to much of an hassle to get into the land/rides anyway. That's the reason why I visit always in January and September: to avoid crowds.
