AP restaurant discount good on July 4?

I plan on being at Epcot July 4, having lunch at Biergarden and dinner at Rose and Crown, both of which offer a 20% discount to AP holders through Disney's 45 anniversary (September 30). Would that include holidays like July 4?

Just looked in the 2017 perks book and it doesn't mention black-out dates on the discount...

We had dinner at the Liberty Inn in Epcot New Years Eve. It's a quick service, but we got our 20% off AP discount there on the busiest night of the year. We used it again on New Year's Day at another quick service location.

There are no blackout dates on the AP discount like there are on TiW.
