Anyone know of a legit place that can unlock a cell phone?

I have a new Motorola V188 through T-Mobile that I don't use. DH has Cingular and would like to use the V188 but we need to unlock it.

He found some place on ebay that SAID they had the software for $2.99 but it was bogus. Even disappeared from his myebay items won and everything.

Anyone have personal experience with any sites?
