Anyone heard of a Chill Towel?

It's a pre-moistened towel that comes in different sizes that supposedly cools you off when you put it on your skin (it's not refrigerated). They market it for hot flashes, among other things. I'm not promoting this -- a friend of mine asked me to ask on here, because she's wondering if it would work for her grandchild who has a disorder where he is unable to sweat.
 
it sounds similar to another item that's marketed under the names "migraine ice" and "cool off". they are kind of like a strip of fabric with a lightly adhesive backing.

i've used them in the past for both travel and doing theatre. with travel i tend to get migraines if i get overheated, so when we went to wdw i took these, and rather than putting them on my forehead i applied them to the nape of my neck and just above my bra line. with theatre i used them when i did shows that entailed hot/heavy costumes worn in a poorly air conditioned theatre during a couple of hot summers.

they work pretty well, they do cool you down to some extent, but it's more the feeling of being cooled rather than any significant drop in body temperature (although there's one brand that's marketed for fevers, so they may drop body temp somewhat).
