Anyone have any experience with the Travelex insurance offered thru DVC?

Right now I have insurance through 2013 points. Here is part of my receipt that was emailed when I paid my 2012 dues:

I didn't buy ins for my 2011 points that were banked or 2012 . (I'm a Dec UY). So I'm using 2011, 2012 and some 2013 points. I've already paid dues on 2011 and 2012 and haven't yet paid dues for 2013.

How does buying ins work? I guess it is retroactive?
