Anyone good with HTML coding and CSS?

I need some help with web page creation. I have it working how I'd like in Chrome, but not in Firefox or IE.

Specifically, I'm trying to use drop down menus and iframes. In Chrome, the drop downs appear "over" the iframe (what I'd like). In FF & IE, the drop downs appear below the iframe (and have no background and of course you can't click on it).

I've tried googling and have tried various fixes, but no luck.
