Yes it's legit. I have done it with Southwest and Delta. They need the credit card number, they are not actually part of Southwest, Dining Rewards is a standalone program, that works with various airlines. They just need the number to make sure you get credit for your dines, when your credit card is used to pay for the meal.
Yes, it's legit. You can register a cc to only 1 dining reward program at a time though. Meaning, if you register it with Southwest, then you can't register the same card with Delta's dining reward program.
We do the Delta dining rewards and it's pretty awesome. We ended up getting VIP status because the bar where my husband and his friends go for happy hour counts so every time he goes out after work it's 100 miles in our account.

You don't HAVE to use a SWA cc. You can enter any credit (or debit card IIRC). When that particular card is used at a participating restaurant, it automatically earns SWA points. I used to have it with USAirways but the great pizza place we loved stopped participating. I'm signed up for the SW one now but we rarely go out to eat. The few times I used it, it was legit.
