Probably not until Disney decides it's safe to open the other bars/lounges that are also closed.
Possibly also about dodging controversy over the holiday in regards to capacity, even without fireworks.Since they have several open I'd think this is not about safety and is about estimated profit.
We have been to Toppolinos bar a couple of times since the reopening. At first they had two sets of two bar stools IIRC. Thursday they had 3 sets of two at the bar plus two, or perhaps 3 high tops, one at the window. Nice spot! With you we do hope TOTWL is back soon.

Such a shame they didn't dedicate a portion of that roof to Riviera owners only.
They would have made RIV owners pay for it in dues. As it is, it is commercial space with its own P&L and self-supports.

So first I was talking about a lounge supported by dues from the resort itself exclusive just to RIV owners (maybe those staying on Point as well like BCV pool) for so for a fireworks/evening viewing deck.
Also why does it need to be self sustainable? Think if Topolino's was ran "at cost" instead of needing to make a profit for Disney? They won't do it though because its way to easy to make money as they are showing with that restaurant and they don't want to show how overpriced their other restaurants are.
Think how big of a perk it would be to have Topolino's like it is but with Disney price removed and a slightly easier time booking.
I can't imagine running Topolino's at cost would be that much more than maintaining and running the pools. Maybe I am wrong though.
