Any Hiring Managers? Question....

I am applying for jobs out of state, and planning to relocate. My current employer does not know this and is going to take this news badly (and has fired people abrupty in the past for telling her) so I need to wait until it is really 2 weeks notice. On all apps, it says "may we contact your current employer" and my answer is no, since they do not know I am leaving yet. Is this going to hurt my chances of getting hired elsewhere? I have been explaning that the reason is because they do not know I am leaving. What do you think? How should I handle this? I work Per Diem now and can't afford to lose this job before I move. I can give plenty of referneces from my current work, managers, training managers etc. What do you think?
