Any Cdns ever get the SSR/OKW Upgrade?

This is the 2nd time in less than a year that I have seen guests getting an upgrade from POP Century to SSR or OKW.
So I am wondering if any Cdns have ever rec'd this promo. I know it is totally luck of the draw but I wonder if WDW only offers it to the US?

We are DVC owners but on our last trip in August we took advantage of the free dining promo and stayed at one of the All Star resorts.
On the Magical Express bus, my chatty Kathy daughter was speaking to everyone on the bus. The couple behind us were upgraded to SSR from POP. They were Americans.
The couple in front of us had also been upgraded to SSR from POP....they too were Americans.
The Canadian family she chatted up had not been upgraded and were staying at a value resort like us.
I would bet that the upgrades are given to American's so they can fill all the value resorts with us 'out of towners'.

We got an upgrade in Aug 08 when we were down for the free dining. Booked into POR and was upgraded to a 1 bedroom at SSR. Our free upgrade happened at check in.

That's great! Well then, I guess my theory is incorrect...LOL!
