I think most people who are not staying on property do not eat TS meals at the resorts for sure. They might, if they could, eat at a park's TS, but many do not even realize they can use Disney transportation to get to resorts for meals.
And if they are not aware of the Disney rules with ADRs and such (as they're likely not to be), they won't even know to make ADRs in advance. That's been my experience with friends who have gone and stayed offsite.
So I would bet that for many of the restaurants, most of the diners are on DDP.
Not sure if our group is any gauge, but in our family (both immediate and extended), we're talking about 18 people, all within two hours' drive from the World. In my small group of friends, locals and FL residents close by, who visit the World regularly, we're up to about 24, 25 people. We all always stay offsite and do not purchase the DDP, obviously. Most of our TS are in the onsite hotels. We just returned from a trip with our best friends, their kids and a set of grandparents for the first half of the week; then they left, and my mother, brother, his gf, and three of my in-laws joined us, and it was CS at the parks every day, but TS breakfasts and dinners were all at the resorts.
Maybe it's just a local/frequent visitor thing, but those I know who stay offsite and don't participate in any type of plan know the best TS is to be had at the onsite hotels. Even for our upcoming Sept trip, we're only doing three TS for our entire week -- at WDW, anyway -- 'Ohana, Citricos and Jiko. We've never been impressed enough with any TS at the parks to return, even Epcot. We LOVE, however, the CS at Epcot, and we would like to try Bistro

Also, not very scientific, but on our AK day, we had lunch at Tusker House, and every single person in front of us was on the DDP. We placed our order around 11:30, 11:45 or so, and even the lady at the register said we were her first customers of the day who weren't on the DDP.
