Do Disney offer their transfers to the port to people who AREN'T staying in WDW? Could we make our own way to whichever hotel and get on one of their transfers?

If so, how much is this and how would I book it?

I beleive to book the DCL transfers you have to be staying at a select few Disney resorts (or meet up at the few Disney resorts that have pick up) or meet at the airport. You can not have DCL transfers picked up at any local hotels.

Depending on how many people are in your party....it may be cheeper or a better deal to look into getting car service...and have personal pickup at either the airport OR hotel of YOUR choice.

By the way....I think Disney transfers are $59pp RT

Transfers are $30 per person each way. I really don't know why you'd want to do this if you're not staying at WDW. A private limo service costs about $90 (check the internet, there are some discount coupons available.) A rental car can be picked up in Orlando and dropped at the port. It costs $30-40 + gas and tolls. There is a free shuttle from the car drop off place back to the port.

If there are more than 2 people in your group, DCL transfers are definitely not the most economical way to go. The limo is actually more convenient as it runs on your schedule. The car is a little less convenient, but cheaper.

Yes, they do offer the transfers to everyone. You would have to make your way to the hotel or airport to catch the bus. I agree with above and look into a town car or similar ride. You can book through your TA or call the DCL 800 number. They can also tell you which hotels they pick up at. Good luck.
