Another Fasspass question

During Eve EMH if fasspass run out during the day, do they start them over for those hours or is it just done?

I don't believe the the FP system is operational during evening EMH since you must have a wrist band to ride during EMH to prove that you are staying at a Disney on site resort. If the system was open anyone with a park ticket could get a FP making things real difficult for the CM's at the rides who would have to tell someone that even tho they had a FP they could not ride because they did not have a wrist band.
