Annual Passport Blockouts

This might be a silly question (sorry). How do they determine which days are blocked out for the passes. I am guessing they are set in stone once set. Is it best to go on days that are blocked out for annual pass people if we have regular tickets?

Block out dates are "set in stone". They are determined by crowd levels. For example in December with Christmas and New Years being a popular time to be at the parks it will always be blocked out. Also, block out dates are different for the different levels of Annual Passes. The Premium has no block out dates.

Not nessecarily. The block out happens because it's already busy and the excessive crowds are stopped by blocking some guests from coming.

The days to watch out for are ones after a large group of APs have been blocked. That can cause a big bump in crowds.

The busiest days can be the last day before an AP is blocked out (the last Friday in the summer before So. Cal AP are blocked is crazy!) and then the first day after they can return can be as bad as well.

I have been told, and read, that the days when all AP are blocked can be less crowded but since I've gotten our Premium AP I haven't found that to be the case. On the days we've gone when all other AP are blocked I have still found it too be crowded. At least to me!

So much depends on when you are going. There are months at DLR where everyday is crowded. And it seems that it is getting more crowded every year! I long for the days when DLR had more slow days.

We went during last year's holiday season and it was crazy crowded! They closed the park to guests more during that season than they had prevously done. We were there on a few of those days. It was nuts. Even Disney was surprised (so I've been told) at the amount of guests going during Christmas/New Years.
