We are headed to Disney tomorrow and was wondering what park(s) the characters Anna and Elsa from Frozen are at?

Anna and Elsa are currently only at Norway in Epcot. Be prepared for a long wait. Unless you have an early reservation at Akershus, you will be looking at 2+ hours even right at 9am when park opens.

Today within 10 minutes of the park opening, it was at 4 hours. Within 15 minutes, it was at 5 hours!
