The native Chinese parents I know tell me that making a big promise to a child and then not keeping that promise is just not done. Perhaps that might have something to do with it?
I'm sure that they are rioting because they feel that Disney should have anticipated that the park would be mobbed during the Lunar NY holiday period.
The simple fix is for HKDL to go hard-ticket only during the holiday period, so that any person who buys a ticket with the intent to visit during that period would be assured of getting in.
UPDATE: Here's the answer about the fence thing: according to the Intl. Herald-Tribune, the kids going over the fence were being passed over by bystanders because their parents were already inside. They got separated when the guards forced the gates shut. Apparently many of these visitors were sold package tours by operators who assured them that because they had advance tickets that they would get in, and they travelled internationally based on that. http://www.iht.com/articles/2006/02/03/news/disney.php
