Alternative to Adobe Acrobat

Are there any programs that allow you to create a pdf file that can be edited by users? I see if I buy the Adobe Acrobat 9 Standard that I would be able to create a pdf file and other users (that have the Adobe Reader) would be able to fill in the blanks, save and send it back.

Just wondering if there are any free or cheaper alternatives to buying this program?
 
My DH downloaded Foxit Reader and that's what I've been using. I don't know what you can do with it, but at least it's a name you can check it out.:)
 
I recently bought deskPDF (I located it by googling PDF programs). It works pretty well (have had one odd problem when working with PrintShop, but no other issues). I think I bought the basic program, but I remember something about upgraded programs allowing other features. There are some free PDF programs out there -- I'd be careful with those -- one that I had downloaded basically made negatives out of everything.

Another vote for FoxIt.

LDF Reader PSA:
No matter what PDF reader you get disable Java script. The Java engine in PDF readers are very common vectors for exploits and are completely un-necessary. If you get a PDF from someone you trust that needs Java Script you can enable it while using that file and then deactivate it when you are done.
