All-Star Sports Refillable Mugs

From previous posts, I heard WDW would be implicating a plan to have the mug scanned before each refill. I didn't have to do that at all during my recent trip (6/23-6/29), nor did I hear anything about the subject either. Signs posted around the food court said the mugs were "good for length of stay only." The only place I heard mugs had to be scanned was at Blizzard Beach (and I'm assuming it's the same at Typhoon Lagoon).
