Age to be at the pool alone?

At what age can kids go to the pool by themselves at the resorts? Is it 13 or 14 or something like that? My kids aren't old enough yet, and I have trouble 'visioning' what they will be like maturity wise in the future (they are 11 now), so I am wondering for the future.
