Age limit for kids sitting in parents lap and how many people per ride

Is there an age limit for kids sitting in their parents lap during rides? We have been many times with my daughter and she always rides on my lap, but she is now 4. She was premature and was born with a congenital heart defect that has been corrected with surgery so she is small for her age, 32lbs and she looks as old as her younger cousin who is 3. She gets tired easily so I carry her a lot, in line when we get to the ride there is a 99.9% chance I'll be holding her already.

Also, if she can still sit on my lap, will they allow 4 in a ride like little mermaid, dumbo, haunted mansion, etc if 2 are lap sitters? We now have another daughter who will be 8 months on our upcoming trip and wondering if we will be able to all ride together or if we should plan to split up on rides. Thanks
 
I would plan to split up. The don't usually make exceptions on the 2-3 per a car rule. You may or may not be asked to have a 4 year old sit on her own on a bench seat ride. There is nothing formally written online though so be prepared for her not being able to sit on your lap and for you most likely having to split up.
 
When the kids were little we would sit 4 across (2 adults and 2 small kids) on Haunted Mansion and Peter Pan. Not on anyone's lap, though, just everyone sitting on the bench. It was a little tight, but we fit. Kids have grown, so we don't fit anymore, so now we sit 2 and 2.
 
We sat 4 across - 4 yo in middle, 2 yo on lap - on PP, nemo, little mermaid, frozen, spaceship earth, etc. Didn't try it on dumbo bc the open door freaked out my husband. It was sometimes a tight squeeze but it was fun to all be together.
 

My son was 18 months on our May trip. He weighs over 30 lbs. He preferred to sit on his own rather than have someone hold him.

We sat 3 across on most rides. Trying to remember what all we rode...Little Mermaid, Peter Pan, small world, Jungle Cruise, Nemo, Spaceship Earth, Living With the Land, FEA. My husband sat across from my son and I on the Peoplemover. We had to hold him on the spinner rides (like Dumbo)...we couldn't fit 3 across. I don't remember if we held him on the Safari, but it is allowed.
