Age for kids meals

If I'm paying for the meal (not via meal plan), can I buy a kids meal for a non kid?

Yes at Most - not all - QS and TSR.
You must pay adult prices at all character meals, AYCTE meals and all dinner shows.
Non Disney owned TS - Via Napoli for example, may not allow you to. All restaurants are within their right to enforce the 3 - 9 age requirement
