Advise please on creating a birthday shirt

We will be at WDW on my twin DDs 21st b-day. I would like to make them cute birthday shirts using a colorful tank top. On the shirt I want to put "A Very Merry 21st Birthday to Me!" I would like the writing to be in a whimisical style and for the letters to be partially outlined so they could be filled in with color and patterns, if that makes sense. Does anyone have any suggestions on how I could do this? If I could somehow make an iron on transfer using the computer or something just to do the outlining, and then hand painting the rest. I don't have much experience with this.
