Do a google search, "under 25 rental car orlando" - there are several that will rent to under 25 w/o a surcharge and even one that will rent to under 21(with a $15 - 20/day surcharge). Most rental car companies require foreign drivers to pay CDW (insurance), and this adds $15 - 25 per day to the cost of a car rental.
A note to U.S. residents: Most all U.S. resident's auto policies cover you for car rentals, for damage, loss of use, etc. Check with your agent prior to departing just to be sure. The rental car companies LOVE to tell you otherwise, mostly because they pocket half (and more!) of that CDW and other insurance money as a sales commission - and often are actually a self-insurer through a subsidiary company.
If you choose not to get a rental car, take a cab from WH to AK via Sherberth Rd. (the closest WDW access) and then you can use WDW transportation for free. Return at night to AK and grab a cab back to WH. WH has a shuttle, but it only runs certain times, and is $9 per person round trip, per day. The cab might well be cheaper.
Points to consider: A rental car is much more flexible and allows you to get to the grocery, restaurants, back to WH for a mid-day break, etc, and is faster than WDW buses and off site shuttles, but you will also have to pay $10 to park at WDW each day.
