If we have an ADR for 6 and only 3 show up, are they going to be mad and/or will I get charged $30?

Also, on arrival day, if we can’t make ADR, can we reschedule it for another night ( if something is available)? w/o the penalty charge? (If not, we will just eat at a CS)

As long as one member of the party shows up you won't be charged a no show fee.

Whether you can reschedule day of depends on the specific restaurant and how close it is to your scheduled ADR time. I have successfully rescheduled same day but it is has always been at least a few hours before our scheduled ADR time. We sometimes realize we just aren't going to be hungry. Some people have reported being charged if it within an hour or two of their scheduled ADR time.

I will also add that before they added the reschedule feature if someone was not feeling well so we weren't heading out or if our flight was delayed we were always able to call and the CM waived the cancellation fee. I have always found WDW to be reasonable. One year we discovered our toddler son had picked up a stomach bug when we were headed out to a dinner ADR and he suddenly projectile vomited all over our mini van with no warning. Two days later he was feeling great and was hungry when, wouldn't you know it, I was blessed with the same sudden onset of vomiting when we were getting ready to head out to a breakfast ADR. My DH had to head back to concerierge and explain that we had to cancel again. The no show fee was waived in both circumstances.

I would certainly try to reschedule as soon as you know you can't make it as it's never a guarantee that you won't be charged.

If you know you will only have 3, I would call so they could put you at a table for 4 as they may need the space for another group or split the table to a 4 and 2.
As mentioned, rescheduling does occur, but not always. If you know you will not be able to make an ADR, i would call as soon as you know. Depending on the restaurant, you may get charged a fee for not showing. Some have a 24 hour rule. Your best bet is to call as soon as you know and explain the situation. I have found most restaurants to be reasonable if I have a good reason. Whether they will let you reschedule very likely will depend on how busy they are on the day you want to reschedule to.

Planning on showing up with 6, but traveling with a one year old, so just checking in case she gets fussy, sick etc., and they can’t make it.

Given that, I would call as soon as you know 2 or 3 won't show. The restaurant will appreciate it, but there shouldn't be any charge for fewer showing up, only if nobody shows up and no call to cancel.
