We are headed back in February and my mom isn't 100% sure if she can go and work out of the hotel. I made them for 3 people, but if only two go, will be charged in some way?

some places no issue- but anything you had to secure with a CC, there is a 24hour cancellation policy

As long as at least one person shows up, there is no penalty. So if you booked for 3 and only 2 people show up, there won't be any issue whatsoever.

No, but you may want to call and remove her if you have a prepaid reservation for CRT or a dinner show.

At restaurants that have a credit card hold, there is no penalty for a partial party showing up. The no-show fee kicks in only if the entire party doesn't show up.

That is a good question....we were told something entirely different when they first implemented the new system....so, for us, this is good news.
