When making ADRs do you include anyone under 3 in the number of people in the party? We will have 9 people total but one will be under 3 and I wasn't sure how to make the reservation!

Yes, you count everyone, even infants. So your under 3 should be counted

Yes, you need to include everybody. Number of people at the table is not considered the same as number of people who will be paying for the meal or eating.
