It more depends on what restaurant it is. If you had to put a credit card down, then I was told by the dining CM that you would have to pay $10 for each person that didn't show up. I don't know how stricit they are with this policy. If you didn't put a CC down then I don't really think its that big of a deal. It is really easy to change though. Just call the 1800 dining number and have them change the ressie from 13 to 12.

You'll be fine. When you arrive at the restaurant just tell the CM that there are 12 of you.

From the Disney website dining FAQs:

I have a dinner reservation for 10 Guests at a restaurant that uses the credit card guarantee policy. Only 8 Guests are able to make it to dinner. Will I still be charged $10 each for the 2 Guests who were unable to attend?

No. As long as you honor the reservation, then there will be no charge to your credit card.
