Sounds like both the sellers and Disney think you offers are too low and you'd be wise to up your budget a few $ per point
Looking at the ROFR list, his offer was well above what's gotten through for others quite recently.
DVC must have had a direct buyer wait listed whose points and UY requirements matched the contract.
I would say he had bad luck. I strongly disagree that his offer was too low. And considering how much over other recent successful offers he was paying, I suspect that a couple additional dollars in the contract wouldn't have made a difference. We will never know of course, as Disney has decided to make the ROFR process both opaque and time consuming.
This is one of the areas where buying resale is more of a PITA than buying direct. It will be financially well worth it, once a contract passes ROFR and the buyer saves thousands or tens of thousands of dollars versus direct. But it still a pain.
