We will have a 2 y/o in a child-sized wheelchair. Will we need to get a GAC for her parents to be able to use this in lines or is it a given with a wheelchair? She has braces on her legs that go to her diaper so her legs do not bend at all - a regular stroller is very uncomfortable for her. A medical supply company is "making" a wheelchair for her and is going to have it delivered to the resort.
 
It will be allowed to be brought into lines. The biggest problem is whether the CMs will be able to see it is a wheelchair or not.

The more it looks like a stroller, the more likely it is that CMs will think it is a stroller. Since it is a child (even though the child has pretty visible need for a wheelchair) I would probably go ahead and request a sticker for "stroller as wheelchair ". That is better than a GAC because it is visible on the chair at all times without you doing anything.
 
Just to follow up on what Sue posted. I would take the extra minute or two and get the sticker, but they should also give you a GAC that is stamped for the stroller as a wheelchair. They gave us one, but at one attraction the people in front of us said that they did not get a GAC only a sticker and they would not let them inside without the GAC, they had to go back to guest relations.

I would go by whether or not it looks like a wheelchair.
If it could possibly be confused as just being a stroller, I would get a sticker. That would save you having to get out and show the GAC at entry to each attraction and building.
We never had any problem with CMs recognizing DD's wheelchair even when she was little. But, we started going with a wheelchair many years ago, she always had a 'traditional looking' wheelchair with large tires on the back. Strollers were also much different then - you didn't see strollers big enough for kids over 3 like you do now.
