is it true that only one of the people staying in a room needs to have an AP and it can be a child to get an AP rate on a room?
As Per CRO you cannot use a childs AP to obtain an AP rate.

They are having too many people who say they have one or are getting one when they get there and then don't have one or get one! They are just trying to work the system. I was asked for mine when I was at the Poly in Dec.! They are generally pretty trusting there, I wouldn't see a real problem with checking in with a voucher. If there was a problem you could always grab a bus to DTD and go to guest services to have it activated, they are open till 11PM. Another option is, if you are flying into MCO they have a Disney place in the terminal that sells activated APs.Check our www.allearsnet.com and look under the AP section. We have taken advantage of quite a few perks like the discount on the Richard Petty driving experience and the Segway tour along with dining discounts and room discounts.
